Prop 5 Will Empower California Communities to Build Modern, Efficient, and Welcoming Libraries
As champions of libraries, EveryLibrary understands that modern and welcoming library facilities are essential to the educational, cultural, and economic vitality of our communities. Unfortunately for Californians, the current supermajority requirement of 66.67% for voter-approved bonds has made it exceedingly difficult for many municipalities to secure the necessary funding for public infrastructure projects, including libraries.
Proposition 5 on the November 2024 California statewide ballot offers a critical opportunity to change this. By lowering the vote threshold from 66.67% to 55% for local bond measures, Prop 5 will make it more feasible for communities across the state to invest in much-needed public infrastructure. This includes not only affordable housing and public safety facilities but also the libraries that serve as the backbone of our neighborhoods.
Outdated and underfunded libraries cannot meet the growing demands of California's diverse populations. Prop 5 will provide municipalities with a more achievable path to secure the funds needed to build and renovate libraries that are efficient, welcoming, and equipped to meet the needs of the 21st century. Moreover, Prop 5 includes robust accountability measures, ensuring that funds are used responsibly and transparently. Annual audits and the oversight of a citizens' commission will guarantee that every dollar is spent as intended, delivering tangible benefits to our communities.
We urge all library stakeholders—staff, patrons, and advocates alike—to vote "Yes" on Prop 5 this November. By doing so, we can lower the unreasonable barriers to funding and create a brighter future for libraries and the communities they serve.
